Are you supposed to re shuffle the location decks after each encounter? We've never done so, but when reading about the AH Toolkit it felt like it was implicitly implied that you should. I Took a look at the rules and it just said that the card should be returned to the location deck.
Should it be returned at the bottom? Should the deck be reshuffeled every time an ecounter has been resolved? Or should the deck be re shuffeled when all encounter cards in the specific location deck has been used?
The part from the AH toolkit announcement that I though about was: "The Location Deck tool is perhaps the most time-saving feature of the Arkham Horror Toolkit, as it will conveniently randomize and reveal Location and Gate cards for all of Arkham’s many locales [...], then keep your fingers crossed as the Arkham Horror Toolkit chooses a random result. Including its many expansions, Arkham Horror features hundreds of unique location cards... but with the Arkham Horror Toolkit, you’ll spend less time shuffling, and more time playing!"
The text made it feel like the AH toolkit randomizes a card at each draw and implies that a lot of location deck shuffeling is taking place. Also, if the deck is shuffeled after each encounter it makes the Location part in the AH toolkit more useful since those with the App can draw from their own phones since the deck is randomized at every draw.
If you play as we have, you can be certain an encounter won't show up two times in a row at a given location. But with shuffeling between every draw that is possible (as it is possible if the gaming group is using multiple AH toolkits).
