Is the Wind Pact skill triggered when an encounter or the first level of a dungeon is set up?

Yes to both. However, due to the order of setup the Overlord won't have any card in his hand when the first area of a dungeon is revealed. In normal encounters the OL doesn't get treacher, so it also won't do anything there. It'll still help (immensely) in lieutenant encounters.
