When is the moment for "during status phase" actions or cards?

Hi everyone. Last night we had a little controversy. A player needed 2 TGs to claim a public objective during status phase. He was elected "Minister of Commerce" some rounds earlier so he wanted to recieve the TGs form this PC before claiming objectives. Since the PC states that "During each status phase" each player with an active trade agreement has to pay a TG to the minister of commerce, some players wanted to pay after claiming objectives so the Minister of Commerce couldn´t claim a public objective since he didn´t have the TGs needed at that moment.

Of course we couldn´t agree as to when the TG´s were supposed to be payed.

Anyone has any idea on the sequence of the status phase when "during status phase" actions or cards are involved? What if there are more than one "during status phase" actions or cards, which one happens first?

Good question.

The only thing I can recall about timing is that Scuttling of units definitely takes place AFTER qualifying for objectives. I did a quick check of the FAQ and did not see anything about it and don't recall anything other than scuttling being listed anyway.

I would say that you could choose when you use the ability. If you wanted to use it right away, or if you wanted to wait until after people use their trade stations to get some trade goods.

Unless you want to play it like the scuttling of units so that it takes place after qualifying for objectives.

I'd be inclined to agree with David, that it gets triggered whenever the owner asks for it during a given Status Phase. That said, there's really no rule that I can find to make this call, so it's mostly my gut instinct.

I, too, would say it triggers whenever the card holder wants to trigger it.
