That is some strange grammar, so because I'm not entirely sure what you're asking, I'll instead explain how the card works.
Lower the overall strength of the skill check by 4. That is, a 14 skill check now only needs to reach 10, a 5 becomes 1, etc. Note that the lowering ONLY applies to the full pass number, NOT the partial pass. That means that sometimes a partial pass may actually be harder to pass than the full pass, for instance if there is a full pass at 10 and a partial pass at 7, then you would need 6 for the full pass but still need 7 for the full pass.
One clarification: "not triggering the fail effect" is not the same as "trigger the pass effect." Thus, just because you're within 4 of a pass, you do not get the pass results; you just don't trigger the fail effect.
Example:
Pass: 12...gain 1 food
Fail: lose 2 food.
If you use Iron will and the skill check total is 10, you are within 4 of passing, so you do not lose the 2 food. You also, though, do not have enough to "pass", so you do not gain the 1 food, either.

I think you meant to say that at 6 you trigger neither the Partial Pass nor the Full Pass, but at 7+ you trigger the Partial Pass.
Good point on not triggering the pass. I think that we overlooked that part when we played... of course the cylons won anyway, so I guess it all worked out "for the best"...
