It's in the regular rule book under the description of item qualities.
Think of Pierce this way: your character is wearing thick armour, which protects well against hammer blows and such. But some weapons - like arrows - blow right through armour. Pierce is a way of representing that mechanic.
The basic formula for determining damage works like this:
1) Take STRENGTH rating of attacker (or AGILITY if ranged attack) and add to DR rating of weapon. This is the basic raw damage value
2) a)Take the SOAK rating of the defender's armour/equipment. Then, subtract the PIERCE rating of the attacking weapon. For example, if armour has Soak of 3 and weapon has Pierce rating of 2, the result is a Soak value of 1.
b) Take result from 2B and add to the defender's Toughness rating. This is the basic raw defence value.
Result: (Step 1) MINUS (Step 2) = damage output
Like this: ( (Attacker Strength or Agility) + DR of attacking weapon) MINUS (Toughness of defender + (Defender's Soak MINUS Attacker's Pierce))
