Not sure I follow the question here. Are you asking what the chamber of vigilance 'really' is? Are you then asking what direction they're leading the DW and Inquisition in the reach?

honestly I'd just wait for Rites of Battle in a few weeks before speculating since they have already announced it will contain some fluff on Erioch, and thus hopefully the chamber of vigilance.
