Little confusing the way it is worded James. But I think that you are somewhat incorrect.

You upgrade Tamalir at the end of your game week after ending your turn there while you are still able to do something. In general this means that you must move to Tamalir or spend the week in Tamalir on the same turn in which you upgrade it. Fleeing a dungeon or even winning a dungeon ends your game week immediately, so unless you are spending the whole next week in Tamalir you cannot upgrade it on the following turn .

Still not quite right.
You can also move to Tamalir as your game week action (along a trail) and then upgrade. However in practice this almost never happens.

Pretty sure that I said that, just didn't add along a trail

In general this means that you must move to Tamalir or spend the week in Tamalir on the same turn in which you upgrade it. Since I added the line about fleeing or ending a dungeon I thought it was obvious that wasn't the movement I meant.

There is also the equivalent of the transport gem for the heroes as a rumour reward. Not sure the conditionals of that off the top of my head, may want to look at it and see if it should be added to the FAQ for the transport gem perhaps.

We're saying the same thing, you just phrased it more clearly. :) I was basically just trying to say that whether you're going to upgrade Tamalir has no impact of the timing for how you fight lieutenants.
