Best Leadership Cards Combo

I just wonder, what is your favorite leadership card combo with any race?

From what I have understood you get to choose only 3 cards during the whole game (Stage 1, 2 and 3)

Or is it when you dont own a leadership card? (Example: when you already used the EMPEROR ARCTURUS I you can choose again another Stage1 card?)

No you can't. You choose one Leadership card every stage.

I heard there is an event card which allows to bring an additional Leadership card into play, but in general you cannot get more than 3 (one per stage).

Yes there is a level III event card, which allows you to play the second level II leadership card.

But personally, I never ever played a level III event card.
