The active side has priority ??

Well, there's the problem where the FAQ actually lists two questions right before that answer, so we can't be sure which question it is directly answering.

Even if you assume it's a direct answer to "which card is resolved first?", it could mean something like "the active side chooses which card to resolve first". After all, they could have said "the active side's card is resolved first", but they instead decided to introduce new terminology, implies they were trying to make some sort of distinction (or rather, it would imply that if we didn't already know that they're amazingly bad at writing FAQs).

And there's the problem where the card's entire effect isn't necessarily resolved at one time; card effects can overlap, in which case it is at best unclear and at worst incoherent to talk about which card "is resolved first". Card effects are atomic (can't be split into pieces) with regards to interrupts (like Guard) but NOT with respect to effects with triggering conditions (like most cards) - you can theoretically play a card in the middle of resolving another card, such as playing Aim to enhance the attack made during a Dark Charm (an actual example in the FAQ, p.7).

And, of course, there's the problem where you need to know the relative timing of several other things, such as when the cards are allowed to be played, in addition to when they are resolved, so it's not a complete answer to the question in any case.
