Evil Plans & An Attack As A Block

So Evil Plans Reads...

R Commit: After a control check for an attack has been modified, return that check to its starting value and that attack gets +X damage. X equals the amount the control check was modified by.

Since it doesn't say a control check for an attack as an attack, or not as a block (like zi mei) it means I can use it when i block with an attack right?? at Worlds It got ruled you could, it just came up today at our tournament we want to be sure.

Yup, that'll work just fine.

I am a little confused by by the original question. As I understand this so far, if I play an attack as a block I can use Evil Plans on my own block. I fail to see how that helps me. Is it possible to use Evil Plans on your opponent's check where they are using an attack as a block?

If you block with an attack, your opponent is likely to modify your check. This is where you use Evil Plans to negate the modification, but since your attack is not being played as an attack, no damage boost will be applied.
