I've actually started an Excel file for all the Deathwatch. In it I've included any characters mentioned in the books themselves, along with my created NPC's and about 50 randomly generated Battle Brothers from various chapters. I then made sub-sheets for each Watch Captain and organized these Battle Brothers into various Kill Teams. This way I have a resource to draw upon easily when I need NPC's, and to keep my head straight on who the PC's encounter.
I've also made a tab for any DW ships, along with their captains.
The amount of Deathwatch in the Jericho Reach is unknown so I've left it somewhat small for now so I have room to expand as needed.
This is an interesting thread though. I did not have the luxury of a pre-created Watch-Captain at the time though, since I needed one for the playtesting. Otherwise I'd likely have used Servais since I like Raven Guard. But threads like this are good for every GM as it can give us a nice pool of characters to draw from.
That said, here is a description of Watch Captain Hektor.
Standing normal height for an Astartes, his armour is impressively ornate and bears many campaign badges. The electro-candles of the room reflect on the silver of his left shoulder pad, a stark difference from the dark blue of his right. Purity seals and scripture adorn his chapter-pad, all surrounding the bright red of the Crimson Fists symbol. His features are chiseled like most Astartes, with dark olive skin and a black goatee; two golden service studs are implanted into his temple.

If they mess something up then they are the ones to blame. Well, the intel can be bad in one way or another or they could land in a middle of a mine field but still they are the divine weapons of the Emprah, aren't they ?
Watch Captain Dylan Cadwaladr of the Storm Wardens.
In effort to inject some RP'ing to the group my watch captain is a black shield, named Caine. Recently promoted to the position he leads Caine's Chosen, two six man kill teams. However depending the groups performance in their missions he may get assigned more teams. He has returned from the depths of chaos to the light of the emperor. (I am still working out his dark secrets) His eyes and sockets look charred and he wears a wrap around visor to mask the injury. He is also abnormally large for a space marine due to some alterations made during experiments he was forced to undergo.
I envision him as a reluctant follower of chaos, but did so believing in the leadership of the chapter. While he watched his battle brothers fall to corruption he started to question the future of the chapter, and his own. When he started asking too many questions he was reassigned to assist the Apothecary as a test subject. After months of pain and torture he escaped when the chapter assaulted a planet. With no direction to travel he wandered the surface, surviving many months off the planets wildlife until one day he stumbled to a watch station to offer his life in service towards his achieving redemption.
I need help figuring out a chapter for him to originate, if anyone can toss out an idea.

Dark Angel? I know, har har. But in all seriousness though, it might not be a terrible idea, especially if one of the KT is a dark angel and has a chance of the guy's dark secret. Maybe he almost fell to chaos, then turned away, and sought out the DW as a way to redeem himself for his sins?
Blood Disciples? They're a group of chaos marines that originally was a company of space wolves that simply got 'lost' to the warp. I'd pick one of the renegade chapters rather than one of the traitor legions though, especially if you use your description that he started off as a loyalist.
Well, it played out as planned and I did choose the Watch Captain Servais for them. I am going to enjoy playing him in a minimalistic style. He'll hardly say much, he'll only give out all the required data and leave the rest for the kill-team to figure out for themselves. When a PC requests an Elite advance he'll briefly contemplate and then grant or deny without explanation in a tight-lipped manner.
I think I am going to enjoy this.

I created an Ultramarine Leader Tactical Marine as my group's Watch Captain.
Name Aquitarius of course.
Guys got some secrets in his past and that is why he is not returning to his chapter when the rest of his old kill-team has. He is not on lone, basically the Ultramarine Chapter does not want him back for some reason.
He is easy to get along with though, does not push the Codex down people's throats.
I set up a Astral Knights (the last surviving member) as the Watch Commander of Erioch who does not get along with the group since they basically have not earned any respect yet.
So I got good cop and bad cop to use as role-play crutches.
The rest of the NPCs of Erioch are near to the setting in the Book, the GM's Kit Adventure and The Emperor Protects.
Surely, if 80's films have taught me anything, the watch captain should be a hard nosed Ultramarine.

But since rules for making custom-made chapters are in the book too, anyone can just make the Hammers of Retribution.

I use Servais. I've played RG in 40k and find their tactics (and his personality) a nice contrast to Mordigael's and that other Watch Captain's, from the White Scars. And to the PCs' in my group, who are either gung ho or sternly imperialistic. Makes for interesting approaches.
