A couple of questions after first play

A couple of questions arose after our first go at the game. Firstly, when it says "actions may be taken by either player" would I be right in thinking that it is the active player who must declare an action first, and then the players alternate in declaring actions? There must be times when the order of declaring actions is important and the rules book isn't very clear on this.

Second, we had an occasion where Grimgor Ironhide had been played as a development and then got flipped by some card (I forget which). The text on his card says "When this unit enters play...", so the question is did the unit enter play when he was converted from a development into a unit? It makes sense that he did enter play (despite not being played "from hand") and we executed his Forced ability. Did we do it right?

Yes, active player has first dibs.

No as per the FAQ. Grimgor has already entered play when he was played as a development, so his Forced doesn't kick in when you play Rip Dere 'Eads Off!
