Question on Turn Phases

hello, my friends and i have just started playing TI for the first time (no expansion pack) and we've been having a few misunderstandings with the rules involving phases such as:

  1. When a player takes a tactical action can he place multiple command tokens into different systems or is it only one command token per tactical action when moving to other systems?
  2. Are players only allowed to either choose between executing a move or producing units during a tactical action due to the cost of having to place a command token in an active system (that is if players are only allowed to place one command token per tactical action)?
  3. After producing units and having to place a command token in that system, can the system not nor the units that have just been built activated until the status phase removes all command tokens from play?
  4. Can a space dock build units during the same production turn it was made or is it required that a player ends his turn and wait for his next turn to build units at the dock, or wait for the status phase to activate the space dock?
  5. When claiming new planets do players acquire the planets in it's exhausted phase right after gaining control of said planet or is the planet card turned over to the player immediately for them to use it resources right then?
  6. Can anyone explain the importance of a transfer action and why a player wouldn't just commit to carrying out a tactical action instead?

1. It's one Command Counter for one tactical action.

2. You can move and build with one tactical action. If you activate a system containing one of your spacedocks, you can move ships into that system, and then produce units there.

3. Once you have activated a system, you can't activate it again until the Command Counters are removed in the status phase. Any units in an activated system can't leave it.

4. Spacedocks can't produce in the same round they are made. You can't wait until the status phase to activate it, because you're not allowed to activate systems during the status phase.

5. When you get a planet it is always exhausted, you need to wait before you can use it.

6. Let's say I have 2 systems next to each other (A and B). I want to move some ships from A to B, and some ships from B to A. I activate system A, and move in the ships from B. But then (next turn) if I activate B, I can't move in the ships from A, because they are in an activated system (and so can't leave). The transfer action lets you overcome this.

I think the important thing to remember during games is to follow the part of the race sheets called "The Tactical Action", because if you follow it step by step then there's not too much that can go wrong.

On your race sheet is a section that describes Tactical Actions. All 7 steps of the tactical action are followed every single time you execute a tactical action. So you simply execute them in order. Sometimes some of the steps do not take place, such as space battle or invasion combat. It is worth noting that when you land ground forces on a planet you already control it is still considered a "planetary landing".

Space docks may never produce units for any reason the turn it was built, or acquired, even if you were able to remove the Command Counter from the system.

It is also worth noting that you may NOT pick up any units or move any units out of an activated system. So you can't fly a carrier through a system and pick up ground forces, fighters, or even leaders.
