1. Question about Val (Any Phase: Reveal and draw the top card of your deck. Play that card as your next response or action, if able. Otherwise, discard it.) - what does it actually mean? Can i draw a card while im attacked, and if it is a character - can i defend with that character? Or can i attack with drawed character? And what happens if i can do any of above - do i need to discard that character at the end of phase or can I leave it? Or is it actually effective only with events without gold/influence cost? Thats popular character among top decklists and im wondering about how it's useful.

2. Are cards like Shadow Enchantress or Burned Men cumulative? I mean - if there are 3 cards in shadow - do my Asshai chars gain +1 Str for each Enchantress? Or can i get +3 claim when im attacking with 3 Burned Men?

3. When an opponent lose military challenge and kills character with attached Venomous Blades - for claim effect or deadly keyword - is VB still going to shadow or is it discarded?

Val doesn't give you the ability to play a card when it would not normally be able to be legally played. So if you drew a card in the challenges phase with her effect and it was a character it would normally be discarded. You also have to pay any costs associated with the card if you play it, and if you can pay the cost to play the card you must pay and play it.

And another question - lets say i control 2 locations: Castle Black (Response: After you play a Night's Watch character from your hand, reduce the cost of the next Night's Watch character you play this phase by 1.) and The Wall (If it is Winter, your Baratheon characters gain the Night's Watch trait and do not kneel to defend.). Can i use Castle Black ability on my Bara chars when playing them from my hand during winter?

You must play it if you can. From FAQ:

Triggering Val's ability is an "Any Phase"
action. Within that action, you are going to
have a Response opportunity. If you reveal/
draw a Response effect (like an event) and do
not play it during that very next opportunity,
the card is discarded. Because it was revealed,
your opponent will be able to monitor this.
Similarly, if you reveal/draw a card that
requires a standard action to play (a "Phase"
event, or a character/attachment/location during
your marshalling phase) and do not play it
on your very next action opportunity (i.e., the
next opportunity you have to play an action
after triggering Val), the card is discarded.
Note that if you can play the card you drew
with Val on your next action, you must. You
may not choose to discard it instead.

No card is active during setup. Besides the game didn't begin yet - there is no action window to make any action - see all flowcharts in FAQ. It will help you to understand many problems including Val.

As I understand it, you could use the Black Castle triggered effect, but you wouldn't reduce the cost of the next Bara char.

I try to explain myself: Say it's winter, the wall(ToR) is in play, and you play Renly. You have played a Night's Watch character, as the wall is a constant effect, and the response is valid. If you play, then, Samwell Tarly, his cost would be reduced, but if you want to play Robert Baratheon you wouldn't reduce it, because in your hand he isn't a Night's Watch yet.
