Looking at this simply financially, let me once again spell it out by asking you a question; if you could have one thousand people pay you 75 T each, or 1 million people pay you 7.5 T each, which would you choose?
Newsflash: this is 40K, a lot of things make no sense whatsoever. Even more so, this debate sounds a lot as if there was an Imperial standard. In my impression of the Imperium, there is not. Isn't all of this up to the individual diocese? If a cardinal wants to charge that much for a confession, who's going to stop him?
If you think 75 thrones is too much, then make it so that on most planets in costs 7 thrones and bestows no benefits. Problem solved?
