I agree. Only multiple elite figures give you more cover dice against suppressive fire.
We play "no" to both.
Determination: A squad in the same hex as one or more [it doesn't matter if it's one or more] officers receives +1 cover against suppressive fire attacks.
Increased Mobility: A squad containing at least [but it could be more] one officer receives +1 to its movement value.
Good questions. I re-checked the rulebook and the answers are pretty clear on p39:
Determination (+1 cover against suppression attacks) applies where the hex has "one or more officers" and
Increased mobility (+1 movement value) applies when the squad has "at least one officer".
From this I would answer "No" to both questions.
