My question is, "When exactly can I take the gold from my opponents pool?" Specifically, if I win initiative, and chose to be first/active player, after I marshal, after my opponent takes gold but before they play a card, can I take one of their gold pieces? Or, if my opponent marshals first, can I take a gold from them before they play any cards?

After the active player takes gold from the treasury, there are player actions. The first player does his action first. So if you are the first player, you always can use Cragorn as your first action before anything happen.

Okay so some further Cragorn questions.

1) If my opponent is the first player, during his Marshalling phase he takes first action. If takes this as playing a card, but doesn't use all his gold, I can then use Cragorn?

2) If my opponent marshals first and doesn't spend all his gold (because of Fear of Winter, or he has cards he wants to bring out of Shadows), when I marshal can I play Cragorn multiple times? It costs me 2 and I get 1 back, so it can't be used infinitely (and my opponent's treasury would soon be empty). I can't find anything to say you can't use the same effect many times over in the same phase. For example Val or Kings Landing are only restricted by the drawcap.

2. Yes. If no limit is specified, then there is no limit. That's probably why Cragon costs 2.

While we're on the subject, is an opponent having a gold in his gold pool a play restriction for Cragorn's ability, or can it be used just to return him to hand even there is no gold available? Despite the recent discussions of play restrictions, I am still uncertain about whether "do X to do Y" effects can only be initiated if Y is doable when the effect is initiated.

Lost me a bit there. It's my understanding that you draw cards one at a time not simultaneously so this would be aloud would it not?

Would Fear of Winter prevent the player from playing the same cards multiple times?

However, it does not stop you from triggering the same effect multiple times - provided it doesn't involve playing or putting cards into play from your hand.
