Required discard question

So when a crisis card is played that gives an "Either / Or" situation such as "Requested Resignation" where the President and the Admiral have to both discard 2 cards OR the President goes to the Brig.

So if the President does not have 2 cards to discard, and the Admiral does, can the President discard the one card she has, and the Admiral 2 to pass, or does this force you into the Brig side of the equation?

Usually the top of the card indicates who gets to make the decision (which may be relevant, depending upon their motives),

As discussed in a couple of other threads however, you make the "Either/Or" decision free from any constraints - pick whichever you want,

Once you've picked your option you follow the steps in it - if for some reason you cannot (to few cards to discard, to few cylon ships to put on the board, etc) then you fulfil it to the best of your ability.

So, short version, you can pick it and simply discard as much as you are able,

Somewhere in the rules it clarifies this. If a crisis gives a choice to discard cards, you can choose it even if you have no cards to discard.
