Can the Alchemist's Guild Hall response trigger when it first come out of Shadows? Or must it wait until another card comes out of shadows?

It doesn't need to wait. It can respond to itself.

It will be able to respond to itself after every one else has responded to it coming out of shadows going around the table starting with the person to your left.
