Challenges: Until the end of the phase, knelt Clansman characters you control can be declared as attackers during Military challenges
Can a Clansman without the military icon attack too during that challenge. I think you can´t because you haven't the icon to be in that challegue, but there are people who tell me that "can be declared as attackers" overlaps it, and you can attack anyway.

The specific situation was discussed in this other thread. Beware of the part where I mess up the wording on the event.
RotMC lets knelt clansman characters participate in military challenges even without military icons because it says you can declare them (bypassing the requirement of the military icon) while they are knelt (bypassing the requirement that they are standing). If it said they could participate while they are knelt (such as Bound By Duty, but its not worded exactly the same so its not the ideal comparison) then it would only bypass the standing requirement, not the icon requirement... in case you didn't want to read both those threads.

Specifically, Bound By Duty lets declare a targeted knelt Stark character as a defender to challenges which it meets the icon requirement. So it does get around the kneeling requirement, but not the icon requirement. If it said "...to be declared as a defender for an Military, Intrigue, or Power challenge." then it would get around that requirement, but it just says for a challenge it can normally participate in.
