I've just played CoC card game for a month. Would like to knowfor Openning Night story with its effect "All discarded characters are put into play, insane.", whether all characters in the discard pile are put into play insane including those with Terror icon. From the rule book, it is said that characters with Terror icon can never go insane. However, if there is any contradiction between the card text and the rule book, the card text take predominance.

So will it be correct to say that if I have Shub's character with Terror icons like Hungry Dark Young , I will have to put them into play insane.

You are correct in that they do in fact enter play insane. There is an entry in the FAQ, the exact wording of which eludes me, that explains it. Basically "Put into play" bypasses all other playing restrictions.
