If you were to pick four of the Ancient Ones that came with the Innsmouth Horror expansion that HAD to be played with the Innsmouth board, who would they be and why?

Bokrug immediately springs to mind, because he is water-themed. The only others I can think of are Dagon and Hydra, but they're heralds.
Similarly, Chaugnar Faugn and Cthugha strike me as not water-themed, so I would not pick them.
Rhan Tegoth is a lobster of sorts...

If you're looking for which AOs play "best" with Innsmouth, I don't really think the Innsmouth Board needs an AO to be awesome. The "Innsmouth Experience" is more linked to the Mythos Deck than it is to the one or two circumstances brought with AO Slumber Ability. But:
Chaugnar Faugn works well with Innsmouth because a single seal will cast a -1 pallor across a third of the whole town, especially during Martial Law: those Evade Checks can be brutal. One of Bokrug's Beings of Ib also makes those Evade Checks more difficult.
Maybe Zhar? The Innsmouth Mythos deck is prone to bursting Innsmouth Locations, so there is more potential for Gates opening and activating Zhar's slumber ability. Zhar also has a rather short Doom Track so Martial Law tends to be declared pretty quickly. You could probably get the same effect from Rhan-Tegoth.
I would always recommend Ghatanothoa for any game: he's my favorite AO, because of his Russian Roulette Slumber Ability, and Innsmouth Locations often end up "hoarding" 2 or more Clue Tokens to activate it.
