I always understood Electoo to be the metal wiring under your skin that some techpriests used to drain and expell electricity but I noticed that among the Hive Worlder "quirks" is Electoo. Does this function the same as the techpriest ones? If not, what is it in lore and gameplay terms?
What is Electoo?
It's an electric tattoo, high tech body art.
There's your Ad-Mech ones which are an interface unit to machines, there's also Inquisition ones which are essentially a rosette you can light up as ID and then down the bottom of the food chain, there's glowey ones to identify which hive gang you belong to.
So essentially they are all the same species, in that they are glowing tattoos for identification, but the Mechanicus ones have the potential to be so much more due to the other implants and the quality varies hugely.

Not just the Mechanicus, though. Noble families, high ranking Adepts of the Administratum, or others with a good foot in with the Ad Mech may utilize electoos as means of interfacing with systems as an additional security measure. That's what the Electro Graft Use talent will typically use as an interface medium, and it is not solely unique to the Tech-Priest advances; Adepts have access as well. Electoos aren't typically just decoration.
Low- and under-hive gangers tend more toward lumin tats, which really do nothing save glow. But the tech behind those is considered heretek by many servants of the Machine Cult.

As I understand it an Electoo is not necessarily tatoo like. It can also be a subdermal chip with information, creditcard and/or identity. On some worlds all infants recieve an electoo so that the authorities can track and identify its subjects.
