The latest tournament rules describes the new 5/3/1/0 joust scoring but there is no explicit statement about points for a bye. Is it safe to assume that a bye gets 5 points or does someone recall the announcement about the new scoring system saying something to the contrary?

Yep. The "penalty" to a bye is in strength of schedule, not in win/tournament points.
