Question about counting 1 less inv for extra boards

When dealing with spawning monsters from gates and monster surges, do you still count 1 less investigator for each expansion board beyond the first?

IE: normally, when playing with 5 players, 2 monsters spawn from each gate, but if playing with 2 expansion boards, the number of players is counted as 4. Does this mean you only spawn 1 monster?

Also, just for clarification... It IS only when spawning monsters at gates, right? If playing with 5 players and you draw an encounter that says a monster appears, you don't encounter 2 monsters, right?

Yes, you count this handicap for everything except for final combat and # of gate trophies required to win by closing all gates. Some rumors actually acquire tokens dependent on the players: these would count fewer players as well. And yet, they continue to be terrifying. So yes, one monster per open gate instead of two.

And the double monster rule does only apply to opening gates. The idea is that, when only one monster is spawned, 5 or more investigators is more than enough to clear all the monsters that might arise out of gates. But when a single investigator gets "a monster appears," the fact that there are many investigators involved in the game doesn't help him at all. So it is still only one.
