Is the Astropath Technique Psychic Scream as bad as it looks?

I mean, 1d10+PR, Penetration 0 is fairly rubbish even with the improved Shocking, especially considering the kinds of weapons you can get hold of in RT. And it costs 300xp, as though it's an elite power, so you can't get it until around Rank 5!

Is there a "psychic powers ignore armour" rule that I'm missing or something?

Pretty much all the damaging psychic powers in Into The Storm have a caveat that states their damage is not reduced by armour or toughness bonus, unless the armour is warded against psychic powers. It's not in the errata that core powers have this effect, so I dunno.

If it isn't in the errata or basic rules, I would suggest you go with the following house rule:

Non-physical psychic damage is resisted by the Willpower Attribute bonus, rather then the Toughness Bonus + Armor of normal damage.

That way there's still some resistance, but the attack is a significantly more potent against physically hardened foes. Plus this mechanic has been introduced a couple of places in DH (don't ask me for specifics cause I'm away from my books right now =)).
