Nah, its just another example of the game trying to prove how bad ass the Deathwatch is and that the CSM are pushovers.

So do chaos space marines get implants? Do they get solo/squad modes?

I'd say they get the implants but probably don't get squad modes since they have trust issues or are completely insane depending on the chaos marines. Solo modes they would get.

They still gene-seed to make new space marines, so implant away. For certain chapters I'd consider squad mode, as CSM are not just brawn over brains in all cases- some are just bat **** crazy but that doesn't mean they don't have cunning tacticians.

The entry in the core book to me seems to be a very generic, very vanilla, faceless CSM. If you want your CSM to be an interesting villan (and he should be, IMHO), you need to pick individual powers, which implants do they have that still work and which have been corrupted or modified, what chapter are they from and thus what tactics do they commonly employ (take out commanders like the Black Legion, or covert ops like the Alpha Legion?),
