whit this ending,how can i open the portal of power if whenever a character start his turn and does not have a warlock quest,he may immediately accept one

when a caracter have a quest he can not openthe portal of power, so how to move to the crown of command

As it says "he MAY immediately accept one". It does not mean that he HAS to...
