That specific challenge "...lower the Claim value on an opponent's revealed plot card by 1 for the duration of the challenge."

So the duration is "for the duration of the challenge," meaning that it reduces claim for the current challenge only. This means, BTW, that you have to wait until someone attacks before discarding it to lower the claim value, otherwise the "current challenge" duration is over before it begins.
Another question regarding this card:
Is it somehow necessary that the attachment - the character it is attached to - participates in the challenge?

No. If the card doesn't say it, you don't check it.
And keep in mind that you can play it on an opponent's character if necessary...
