Ok, I played with house Martell and my opponent played with house Stark.

On the field I had only Harmen Uller with 4 powers on him. During Plot Phase I have reveal Rule By Decree and my opponent Marched to the Wall.

1- I had the highest initiative count so I had the opportunity to choose the first player and I chose myself.

2- The first player (me) declares the order of resolution of "when revealed" passive effects. I chose that my "When revealed" effect will resolve first and then the "when revealed" of Marched to the Wall

3- I had 8 cards in hand, my opponent 4, so I discarded 4 cards from my hand and one of those was Darkstar... And this is what we did next:

4- Passive effect of Darkstar put him into play

5- Then was the turn of Marched to the Wall to resolve: we both chose a character to be discarded and I chose Darkstar and not Uller (saving 4 powers on him).

And now my question: is all this "procedure" right?

Because I have the doubt that I had to choose a character to be discarded from play (because of MttW) before the passive effect of Darkstar resolves...

You did it wrong. All "When revealed" effects must be resolved before any other passive effects apply.

Short answer, though, is that his effect is a replacement effect and therefore happens with the timing of the original discarding effect, not as a separate passive effect. The sequence of events as originally described here is correct.
