When running a City of Shadows agenda, will playing the Alliance plot eliminate the extra gold cost for a "House X only" shadows card?

Alliance says "You may play cards...". Bringing card out of Shadows is not "playing a card".
Didn't think so, god its hard to build a good CIty of Shadows deck with OOH cards, especially with possibilty of King's Law being played

Of course you know, that you don't pay "out of house gold penalty", right? (It's +1 not +3)
I wasn't really sure about that... it doesn't seem to be directly addressed in the FAQ, it just states that "a facedown card in Shadows has no characteristics other than 'card in Shadows'" - I figured as much, otherwise the agenda seems totally unplayable, each out of house card would be excessively expensive.
