I'd consider a holy symbol to be "trade tools" for priests, per the entry on pp. 80-81 of the rulebook:

Priests and wizards who need special implements or tools for their rites and rituals follow these guidelines...

As a first stab, I'd consider a crude wooden symbol to be Plentiful (4s), a finely-carved wooden one to be Common (10s), a metal one to be Rare (2g), and a bejewelled or finely-carved metal one to be Exotic (15g). And I'd assume that most priests would want at least the Common model.
