Qestion Regarding Action Phase

Well I have to admit that it has been some time since I've played, but we broke out TWI3 last night with a 5 player game. We did however have a bit of a disagreement regarding the action phase and how it broke down - since a couple of guys played with a different group before there was a different interreptation of this rule. Please help me clarify this.

The action phase on page 9 shows the player action is that they must do one of the following:

1 - Strategic Action

2 - Tactical Action

3 - Transfer Action

4- Pass

So the question is this - once a player chooses to do one is that choice "taken off the table" for them the next round? Meaning that if I do a tactical action and take over a system on my first turn, can I do that on my second turn or can I only do Strategic, Transfer or Pass?

The choices during the action phase are available to you as many times as you need to use them.

The only exception of course is the "pass" action, which ends your action phase.

If you had 4 fleets, you could spend 4 "actions" moving those fleets with "tactical actions" so long as you have enough command counters to do so.

Command Counters and the number of fleets you can move are really your only limitation on how many actions you can do.

I like to think of Command Counters are a form of currency more valuable than resources or influence.

WIthout Command Counters you can't do anything.

It is also worth noting that using an Action Card "as an action" is not listed as your choices of what you can do on your turn.

You may use an action card in this manner instead of tactical or transfer.

Some races, like Federation of Sol, have a special ability that can be used "as an action" and can be added to the list as well.

The only options which are limited to you are "Pass" and "Strategic Action". They can only be done once.

You can perform as many tactical and transfer actions as you like during a round of play (although obviously only one at a time, until you pass).
