Can anyone who has the upgrade pack answer this question?

The content description online of the upgrade pack does not list fate tokens or any way to mark the modified spaces on the board. Does it include these things or not?

The fate tokens are a paper/cardboard cutout that you punch out for the tokens.

I notice the upgrade pack contains a Rulesheet, but not a rulebook for the revised 4th edition. Is there somewhere I can download or print off a copy of the rulebook?
