Is this strict, or does this mean "Unless the actual plot card says otherwise."?

Another way to look at it: the rules say you can have 3 copies of a card by title in your deck. Street of Steel says "1 per deck." So you go by that. These plots are the same situation, just in reverse.
It's just this weird thing in human nature that a card saying "limit 1 per deck" when the rules say 3 is accepted as an exception more readily than a card saying "up to 2 per deck" when the rules say only 1.
Not that it matters, but in Legacy Highlander the "highlander" rule supersedes the plot card text.
