Can The Red Viper be chosen as military claim as a result of a Red Vengeance played by my opponent? Not sure what immune to events fully constitutes.

Yes. Red Vengeance just changes the player who must satisfy claim (it's still the same challenge doesn't matter if we argue whether new claim is created or not - Red Viper is affected by claim (game mechanic) not by event).
