The Ultramarines are the only ones who can heal with psychic powers, how does that make them sucky? It makes them vital if you're up against something truly terrible.
If I understand you, you're saying that in comparison to the other Chapters, the powers for Storm Wardens and Ultramarines are not useful/capable?
For the Storm Wardens, I have to say the first 3 powers don't appeal to me much, but Hammer of the Emperor, Mark of Scorn, and Thunder's Shell all seem worthwhile to me. When looking at Space Wolves, I have to say that on a purely power-choice availability level, I think they're at least on the same level, if not slightly above. Blood angels definitely seem to have the most potent choices, though, and Dark Angels come in at a close second.
I do think Ultramarines have relatively weak choices, but then they're more likely to pick up Codex powers, which are all quite potent abilities... and they get their choice of stat-boosts, which is a powerful incentive.
As for the Ultramarine healing power, it seems so severely limited in effect... I know it can be effectively "free" healing, but at unless you're risking Perils, that's only going to be 2-6 wounds per attempt... It's not bad, but it's high cost and rank requirement means more than half of the game, the Kill Team can't rely on it.

If u want to have Healing you should Create a chapter founded from on the Ultramarines using and in the Psychic powers for the chapter but add a power based on the Dark Heresy Powers Regenerate and Seal wounds!
