What exactly happens if you play "rip dere eads off" and you flip a hero in a zone that already contains a hero?

You just can not play rip dere heads off in this case. (as you know what you are going to reveal and you know this is not possible).

but you can play this on an enemy development can't you?

Sorry for this case, it has been clarified already (see FAQ p.4), if the rip dere heads off revealed a unit that can not be played (as in your example with a hero in a zone where there is already a hero) you must sacrifice that units as soon as it is revealed.
