Odd placement of "Monsters that appear...never remain on the board..." rule

I know I'm probably not asking an original question here, but I did try to search the forum first. On page 9 of the Revised Edition rules, at the top of the first column it tells you that monsters do not remain on the board after resolving a location or gate encounter in Phase III. The first odd thing is that this rule is between the No Gate and Gate encounter sections instead of at the end.

The second thing is this exact same paragraph is repeated at the top of the second column on the same page, after the description of Phase IV. Is this a printing error? If monsters are taken off the board after an encounter is resolved in the Other World Phase shouldn't it say so here? Are monsters taken off the board after resolution in the Other World Phase?

This is not an odd thing as it might seem, simply because it refers to monster appearing as a result of an Arkham Encounter stating that a monster appears. In case there is a gate over a location, you do not draw an AE card during the AE Phase, but you have to enter the gate (and if there are monsters on the gate, you have to deal with them during Phase 2, Movement)

Basically, there are some encounters instructing you to draw a monster. These encounters could happen both in Arkham or in an Other world area (and thus they belong to Phase 3 or Phase 4); whenever you draw a monster during one of these encounter and instead of killing it, you evade it, then you have to remove it.
