Am I missing something, or is Peer (Military) significantly better than Peer (Imperial Guard/Imperial Navy), covering as it does Guard, Navy, PDF and quite possibly the Soriritas and Marines as well?
Peer (Military) vs. Peer (Imperial Guard/Imperial Navy)
I ruled Peer (Military) does not excist....Its Peer (Imperial Guard) or Peer (Imperial Navy) or perhaps Peer (Mercenary Band (give them a name))
Peer (Military) is typically better, but you could rule that some non-line (REMF) members of the IG and IN are not really covered by Peer (Military). This would be the support staff (cooks, supply, medical, etc.) who are still parts of the IG or IN but fall outside of the combat arms.
In any game I typically rule that a focused feat or trait is more "powerful" than an unfocused one.
Peer (military) implies to me that they have some contacts in multiple branches of the military. heir name is known and respected as a "peer".
Peer (Imperial Guard) implies to me that they worked closely with the Imperial Guard itself and have friends and former comrades to call on.
For example, if someone was trying to get some information from the Imperial Guard, or requesition some troops you may have to pass a -20 peer (military) test, or a +20 peer (Imperial Guard) test.
You see the same thing with other skills. Figuring out a code will take a logic (-30) test, or a trade (crypography) (+20) test. Arguably "logic" is a MUCH more poweful skill than cryptography, because it applies to many more situations, but since it isn't focused it is not as suited to any GIVEN situation.

I use Peer (Military) as giving the peer bonus for all the military of a single planet or some other geographic location. This makes it useful and different from the other militaristic peers. It is less useful overall, but it provides them with a location where the player with the talent can always count on getting his peer bonus.It seems to work well enough.
In my game, Peer (military) refers to the Munitorum, the military wing of the Administratum. Unlike the colonial regiments of the Imperial Guard, the Munitorum handles sector and segmentum level planning and logistics. The elite storm trooper regiments are also raised and trained by the Munitorum.
