And seriously, of all the 'classes' right now, it's probably the priest one that best represents a Commissar! When it should be some sort of combination of that and Guardsman.

Hmm... you just might be onto something here. Combine Guardsman with the Priest and viola! You have the Commissar.

I'm not sure why you're looking for a Deathwatch book to have Commissar info, when that's more the purview or the IG, and therefor Dark Heresy. There's even an IG sourcebook planned for that game, which should include the information you're looking for. After all, they wouldnt have any power over the Adeptus Astartes, as they are outside the standard chains of command that the rest of the Imperium adhere to.

I am looking at the Deathwatch book for info on Commissars because it is the only book to have Commissar stats in it.
