Yes.

You treat the "would kneel" as "must kneel to pay its own cost." Essentially is there is a self-referential kneel as part of the cost, you can copy it.

Be careful with this event. You have to pay all other costs (other than the kneeling) in order to copy the effect. So if you are supposed to kneel and discard the location - like with Iron Mines or the Seas - the event is not going to be much use as a copy because you cannot pay the full cost for the copied effect.
