Secluded coast is a location that says: "Discard Secluded Coast from play any time you have fewer than 5 cards in your hand."

If I play Secluded Coast in Setup phase , togheter with 2 other cards (4 remaining in hand), do I have to discard it before refilling my hand?

which would seem to indicate that the discard text doesn't happen until the beginning of the Plot phase - when you have 7 cards again.

The other answer is that in older versions of the rules, you drew back up to 7 cards before revealing your placed cards - which would solve your issue here, too. The LCG rules shortened this particular detail in the stepwise approach to Setup, but most people don't make the distinction, particularly in light of the fact that no card triggers during Setup.
