Avoiding having to "Pass"

Supposing I want to move a unit after my opponent has finished moving all of theirs. Can I issue an order which commands no units.

1) Can I use an order card to order 2 units when their are no active units within command radius.

2) Can I play a red order counter when I have no red units to order.

I think that avoids the spirit of the game, but the question about whether you can use a Leadership card to order zero units has been answered: no.

I suspect the answer regarding the orders token is the same. It violates the principle of their use.

Passing is a game of chicken; if you want to try and play units after you opponent, you have to guess when he is going to continue to play so you can pass. If you get it wrong, the turn is over and your gambit has failed. What you are trying to do is avoid playing chicken.
