But this sort of thing needs to be FAQ'ed already, along which who controls a card attached in another opponents zones etc'

Because WLC says "attach to target unit", which means any unit in play. WE is a basic Support card, with no such allowance.
I'm just saying they're blurring the boundaries when these attachments intended for opponents units was never initially described in rulebooks or official FAQs
From the rule book :
3. Capital Phase
The capital phase is the only phase in which a player
is allowed to play unit, support, and quest cards from
his hand to
his
three zones (kingdom, quest, and
battlefield).
The Golden Rule
If the rules text of a card contradicts the text of this
rulebook, the rules on the card take precedence.
The first one says that you must play your card in you own zone the second implied that if a card mentionned that you can play it on target unit with no restriction then you can play it on any unit even if you do not control them.
There is nothing on the warpstone excavation that mention that you can play it in any zone, so you must play them in your zone.
Nothing about "blurring the boundaries".

Note :
Warp Lightning Cannon : Destruction only. Attach to a target unit. Corrupt that unit. Attached unit gains 3 Power while attacking or defending.
Exactly the same wording, effect are different.
In addition to your other question the controler of a card is by default the owner of the card so an Effulgent boils give to its owner a chaos symbol, unless someone play a card that say that the controler of the card change.

that's a pretty good summary and explanation Shindulus - perhaps a part of all of this is that I would love to play WE into an opponent's zones :S.
