I realize that with HoHo, there is now a deployment card (A11) that places a Goblin Band without using a Specialist card.

The specialist cards for Goblin Bands states that you "Add a Goblin Band unit to the units you deploy as Reserves". The rules go into detail stating that in Reluctant Allies Epic games, players allied together benefit from the support presence of the Goblin band fielded by either one of them.

However, in Reluctant Allies CtA games, there are no reserve units, no reserve deployment card.

Anyone have an opinion on how to resolve? Just add a Goblin Band to the players baseline?

Yeah just add it where you'd normally add your reserve units - the baseline. The way I think of it is that in essence you are adding it to the zero reserve units you have:)
