Is there a reason why Electro-graft use is listed as a Techmarine rank 1 advance when they get for free at start? Or is that just some small thing that slipped by the editors?

It could be a mistake, but more likely it's because in future supplements a starting Techmarine will have multiple packages to chose from that may not include Electrograft Use. Therefore, they gave a cost so that in the future, if you started without it, you could pick it up.
Look at the box out on page 59 of the big rule book... should answer the question.
Almost everything that characters get at rank 1 is replicated in the advance tables. If you as a GM homebrew stuff that somehow removes the starting skills and talents (for example by having characters start as scout marines or letting a DH character switch to a RT career), you know what the costs for getting those talents later would be.
