If my lieutenant (the Siren) has an encounter, does she get a ship? The rules indicate you draw a location card - but not an incident card - for lieutenant encounters. The Siren's card indicates she has 6 skeletons and 2 master skeletons as minions. Assuming a standard encounter at sea with the Siren, does that mean she and her minions start out swimming? I can understand the Siren being in the water - but the skeletons? Seems strange...

You haven't seen Pirates of the Caribbean then?
The Siren has the Swim ability, so do Skeletons, so do the spiders she can add with HotT. So there is no issue here.
