city of secrets

hi!

if i reveal city of secrets and have 4 used city plots (so i can shuffle the top 4 cards of my discard pile back into the deck), what happens if i only have three cards in my discard pile? does the effect fail or can i shuffle the three cards?

I would guess you couldn't, because the plot doesn't state "up to", but I'll left that discussion to the rules gurus. gui%C3%B1o.gif

I have a related question, though: if, imagine, City of Secrets is my 7th plot (still unrevealed), and I have 2 City plots in my used plot pile and one City plot as my revealed plot, what happens when I reveal City of Secrets?

If an effect hits X cards and you have fewer than X, you do as much as you can. It is only if the card targets X cards and you have fewer than X that you would not be able to initiate the effect. You always do as many cards from your discard pile as you can for City of Secrets.

(3.32) Plot Rotation
When a player's plot deck is empty, that player's
used plot cards move from his or her used
pile to his or her plot deck as a passive game
effect of resolving the revealed plot.

So you move your used pile to your plot deck after your last plot is resolved. That means all 6 of your other plots are in your used pile when you resolve the 7th.
