Bear in mind though, it is easy to imagine an assasin, clad in syn-skin, slicing people up while gracefully dancing about the battlefield. I can't say the same for a hulking space-marine in his hefty, astartes, power armor.
But the rule change (which has to be considered a clarification imho) was already included in Rogue Trader. Not to mention that his power armour doesn't hinder a Marines movements at all.

Thus, your calculation would be more like going from a +30 Full Auto+Short Range bonus to a +30 Point Blank.
Hate to nitpick but isn't the full auto+half move even given a -10 penalty instead of the +20 bonus? Meaning you'd end up with +30 normal full auto + short range or +20 for -10 halve move + full auto + PB.

You are correct, and the semi-auto example would be the same bonus for both possiblities.
Yeah and I second the part about Space Marines not being affected by being in power armor.
